Panaji: Power Minister Pandurang Madkaikar’s new palatial bungalow adjacent to the protected monument of the Basilica of Bom Jesus, was given an occupancy certificate (OC) by the Old Goa Panchayat in less than 7 days. This was revealed via information furnished to social activist and advocate, Aires Rodrigues under the RTI Act.
Nikitasha Realtors Pvt Ltd owned by Pandurang Madkaikar on 5th January 2018 applied for the OC which was granted by the Old Goa Panchayat headed by Pandurang Madkaikar’s wife Sarpanch Janita Madkaikar within a week on 11th January after getting it approved at the meeting of the Panchayat held on 8thJanuary. In fact, sources claim that a special meeting was called with the main intention of granting the OC.
The documents obtained by Rodrigues under the RTI Act also reveal that the construction licence for the bungalow was issued within a fortnight with the licence applied for on 15th January 2013 and the Panchayat issuing it on 2nd February 2013. Engineer Paresh Gaitonde in his letter to the Old Goa Panchayat on 14th January 2013 had at that time estimated the cost of construction of that bungalow at Rs 1,42,46,485. Today the value of the bungalow is over Rs 3 crore.
As per the documents furnished to Rodrigues by the Old Goa Panchayat the plot admeasuring 35,125 sq mts was bought from Marcel-based Swarnabhumi Builders by Nikitasha Realtors Pvt Ltd represented by its Managing Director Janita Pandurang Madkaikar who is also the Sarpanch of the Old Goa Panchayat on 11th October 2004 for Rs 20 lakh when Pandurang Madkaikar was the Revenue Minister. The agricultural land comprising of 22 teak, 4 jackfruit, 3 Mango, 20 Nandi and 30 coconut trees was granted a conversion certificate by the Town & Country Planning (TCP) department on 7th February 2008 and the Sanad obtained on 3rd March 2008 – all when Pandurang Madkaikar was the Transport Minister.
